Coginta is a Swiss-based non-governmental organization specialising in judicial and security governance, conflict prevention and social cohesion. Its objective is to support host governments in strengthening judicial and security institutions in accordance with the norms and principles of the rule of law and to contribute to the prevention of violence, insecurity, and crime, thereby promoting an environment conducive to stability, peace, and socio-economic development.
As part of the development of its activities in Eastern Europe, Coginta is looking for long-term senior experts (9+ years of experience) with relevant expertise and experience in the areas listed below.
PROFILE
Thematic expertise
Interested candidates should demonstrate concrete experience of at least 5 years in Eastern Europe in one or more of the following fields:
- Security sector reform and governance
- Integrity, transparency and accountability in security sector
- Strategic development and change management in security sector
- Critical infrastructure security and resilience
- Transnational organized crime
- Crisis management and risk mitigation
- Civil protection and emergency management
- Cyber security risk management
- Strategic and crisis communication
- National security and public diplomacy
Skills and experience
- Experience in concrete programming on any of the aforementioned topics, including planning, implementation, financing and resource mobilization, and multi-stakeholder coordination.
- Experience in conducting specific research and analysis.
- Excellent capacity for conceptual and strategic analysis, as well as the formulation of strategic advice.
- Good knowledge of institutional mandates and relevant laws, policies and guidelines.
- Knowledge and/or experience in complex political and geopolitical contexts.
- Understanding of the multidimensional nature of fragility (economic, environmental, human, political, security and societal), conflict and violence.
- A willingness to work in conflict-affected and/or fragile contexts.
- Sound political acumen and a capacity to multi-task.
- Fluency in professional English is required (both written and verbal) and knowledge of national languages (Russian, Polish, Ukrainian, Serbo-Croatian, Czech, Bulgarian, Macedonian, Belarusian, Slovak, Romanian) is an asset.
- Ability to draft strategic notes, work well with others and to build consensus on complex issues.
- Good partnership skills with a wide range of actors and the ability to develop productive working relationships.
